Implementation of TQM in UB\u27s internal control is realized by the so-called SPMI, the implementation process is needed SPMI reason or the background and a strong strategy. The purpose of this study was to describe the background, strategy and implementation process at UB Malang SPMI. This study uses descriptive qualitative approach with focus issues are (1) The things that shape the implementation of SPMI (2) implementation strategies in SPMI and (3) implementation process at UB Malang SPMI. The result of this research is the implementation of SPMI is good enough but there are still shortcomings in the creation of the document in some units. The advice given is to be more frequent and regularly conduct education and training on how to document properly
